Approve Master Services Agreement with The American Academy for the 2011/2012 School Year
EXECUTIVE SUMMARY
We request approval of an agreement between Hillsborough County Public Schools (HCPS) and The American Academy (TAA), to provide a turnkey virtual instruction Dropout Retrieval program for students, ages 16-22, who have left school without earning a diploma.  TAA is a turnkey, proven solution for recovering dropouts, offering a traditional diploma option for students with non-traditional needs.   TAA will provide on-the-ground Student Advocates to recruit and support identified dropouts; on-line instruction delivered by Florida certified teachers hired by TAA; and 24 hour on-line tutoring support. TAA will also provide laptops to students who need them.

TAA will partner with the Tampa Housing Authority and other community agencies to recruit and enroll students, develop individualized learning plans, provide support to students from initial assessment through career/college planning; and will collaborate with HCPS to review, monitor, and update student records.  HCPS will identify dropouts, report students for funding and issue diplomas for students who meet graduation requirements.

Through this agreement, students who have dropped out of the traditional high school will be offered an additional option for earning a high school diploma that is cost neutral for the district, and will be added to the cohort graduation list, thus positively impacting the district graduation rate.

Expenses are paid by FTE generated by student completion and will not exceed the annual district earned FTE.
EVALUATION
Evaluation of the program will be based on the percent of students successfully meeting graduation requirements.
