Approve the Recommendation Regarding the Purchase of "Interactive Library" from Capstone Press, Inc. (Sole-Source Provider) (Business Division)
EXECUTIVE SUMMARY

These interactive library licenses from Capstone are considered sole-source and are exempt from the bidding process per Florida Department of Education 6A-1.012 purchasing policies as copyrighted materials.

Summer reading loss is a primary reason for the achievement gap in reading among children who have access to reading materials at home and those who do not.  Through the digital format of the Capstone Interactive Library, we can offer a large quantity and variety of reading materials to our students throughout the summer.  This will help to address the issue of access to books over the summer for many of our students and help to close the reading achievement gap.

FINANCIAL IMPACT (Budgeted:  Yes)

Budgeted Supplemental Academic Instruction (SAI) project 4622 funds are available in the amount of $63,210 for this project.  The cost is $430 per school for 147 schools.

EVALUATION

Capstone will provide each elementary school with its own log-in for the summer.  This will enable district staff to track usage and determine the number of books accessed and read throughout the summer.  At the end of the summer, a final report will be created that will show total books accessed and read by the school site.
