Approve Appointment of Design Professionals for HVAC System Renovations at Forest Hills, Shore and Twin Lakes Elementary Schools and Progress Village, Marshall and Monroe Middle Schools
EXECUTIVE SUMMARY

On October 26, 2010, the Board approved the issuance of approximately of $37,935,000 of Qualified School Construction Bonds (QSCBs) for renovation of roofs and heating, ventilating, and air conditioning (HVAC) systems at various District sites.  The QSCBs provided for acceleration of roof and HVAC renovations previously scheduled in the five-year plan.  These projects provide for heating, ventilating, and air conditioning (HVAC) renovations at Forest Hills, Shore and Twin Lakes Elementary Schools, and Progress Village, Marshall and Monroe Middle Schools.  Renovation of the roof at Progress Village is also included.  Appointment of qualified firms to provide design services is required.

Florida Statutes and School Board policy outline the process and requirements for selection of architects, engineers, and construction managers. Attachment A summarizes the process. The process provides for the identification of the most highly qualified firms by a Professional Services Selection Committee that includes representatives from several District divisions and the community. Attachment C identifies the specific committee members participating in this selection and the organization represented by each.

A total of thirty firms responded to the solicitation for design services for the renovations.  The solicitation is included on Attachment B. Attachments D and E record the results of the Committee's evaluation of these firms at each phase of the process.

Staff has successfully concluded negotiations with the firms deemed most highly qualified by the Selection Committee to provide the required services. Based on the Selection Committee's rankings and successful negotiations, staff recommends appointment of the firms and award of the corresponding fees as indicated on the next page.

Construction budgets are as follows: $3,436,426 for Forest Hills, $3,191,010 for Marshall, $3,178,465 for Monroe, $5,313,768 for Progress Village, $2,141,638 for Shore, and $2,389,294 for Twin Lakes.  These items are included in the District Capital Outlay: Qualified School Construction Bonds.
