Approve Agreement for Technical Services with Joel Gross for Database Administrator (DBA) Services (Information and Technology Division)
EXECUTIVE SUMMARY
On October 26, 2010, the School Board approved an Agreement for Technical Services that provisioned Joel Gross as a dedicated full-time DBA, in order to support day-to-day operations and new systems development for the district.  This agreement extends his DBA services for fiscal year 2011/2012. 

To ensure the district is receiving the best value, district staff compares various options including reviewing the Florida State Information Technology (IT) Consulting Services contract.  The state contract includes hourly rates for 390 vendors. The hourly rate on the State Contract for Expert Database Administrator ranges from $42-$146 per hour with an average of $125 per hour, while this contract is for a maximum of $56 per hour.   In addition to their lack of experience with our applications, only two of the 390 vendors listed on the state contract had lower hourly rates.  Including required fringe benefits, this direct agreement with Joel Gross saves the district 46% off the average state contract rate for the specified services.   

DBA responsibilities include troubleshooting, improving performance, and reliability of the district's databases, database logical modeling and physical design, performance tuning, maintenance, capacity planning, disaster recovery planning and testing, data migrations, software maintenance testing, and upgrades.

FINANCIAL IMPACT (Budgeted:  Yes)
The total cost of this agreement, including required fringe benefits is $135,601 for the period July 1, 2011 through June 30, 2012. Funding used for this agreement will be included in the following budgets:  50% Information and Technology Division; 25% Student Nutrition Services; and 25% indirect cost revenue from all Federal Programs.
EVALUATION
The DBA is under the direct supervision of the Information Services Data Center Manager, who assigns and reviews tasks and priorities on a weekly basis.  Performance and requirements of the overall contract are reviewed to determine if the contract will be recommended for annual renewal.
