Accept the Piggyback of GSA Bid #GS-35F0052U, IT Solutions, between KPaul Corporation and the U.S. General Services Administration, for the Purchase of Internet Content Filtering Software (Information and Technology Division)
EXECUTIVE SUMMARY
Internet content filtering is required by the Children's Internet Protection Act (CIPA).  The district currently uses Websense web security software to monitor and block access to inappropriate web pages on the district's network from the Internet.  Websense software is a subscription-based service that includes the use of the Websense database and software for monitoring, filtering and reporting.  This includes daily downloads, all software upgrades and technical support for the term of the contract. 

This product was originally provided by the Florida Department of Education through the Florida Information Resources Network (FIRN).   Beginning in July 2010, FIRN's funding was reduced and school districts were required to pay for the software.  This change resulted in an expense of approximately $103,000, for an estimated 40,000 workstations, using the state's contract through the Department of Management Services (DMS).  The DMS charge was $2.59 per workstation per year.

Approving this agenda will reduce the licensing cost, while maintaining the existing service by renewing the Websense software license for fiscal year 2011/2012 through this piggyback of the bid between KPaul Corporation and the U.S. General Services Administration, for the purchase of Internet Content Filtering Software.  The quoted price is $1.82 per workstation per year.

The renewal cost of the Websense software is $1.82 per workstation.  With an estimated number of 60,000 workstations, the annual cost is approximately $109,200.  This expense is included in the Information Services budget.
