Approve the Grant Funded Positions for the Florida Department of Education, Race to the Top (RTTT) (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
On October 5, 2010, the Board approved the grant application for the Race to the Top (RTTT) grant.  Hillsborough County Public Schools was awarded the RTTT grant for funding from Florida Department of Education.  The four year amount is $26,547,639.  The plan of work addresses four areas of reform:  standards and assessments that prepare students to succeed in college and the workplace; data systems that measure student growth and inform instruction; recruiting and developing great teachers and leaders; and turning around lowest-achieving schools. These components intersect at critical points with the Empowering Effective Teachers (EET) program which has been fully supported by the district for over a year.

New positions that were created to meet the requirements of the project are included on the attached chart (Attachment A).  Job descriptions for the following positions are attached: Director, Low Performing Focus Schools;  Director, STEM; Administrator on Special Assignment - Principal Coach; Supervisor, Professional Development Evaluation; Coordinator, Assessment and Accountability; and Supervisor of Assessment (Attachment B).  This RTTT project allows the district to fill positions that were needed, but not filled, due to budget constraints.   Specific requirements and experiences are listed in the job descriptions and are available to all applicants.  Should the funding for these positions not be continued after four years, the positions listed will be deleted.

Funding of $26,547,639 for this project is through the Race to the Top grant awarded by the Florida Department of Education. 
EVALUATION
Under the terms of the grant, HCPS will be responsible for project evaluation.  The RTTT Project Leads with the Project Director will work with the Assessment and Accountability Office to assess progress toward identified milestones and adjust program processes as necessary.  State reporting requirements will support the consistent collection of project data.
