Accept the Piggyback of Bid #715-001-07-1, Library Materials, Between Barnes & Noble and the State of Florida Division of Management Services (DMS), for the Purchase of Books (Business Division)

EXECUTIVE SUMMARY
The district purchases various types of books from Barnes & Noble for many curriculum programs.  Applicable Florida Department of Education (FLDOE) 6A1.012 and district policy allows purchases from contracts awarded by other government agencies, district school boards, Department of Management Services (DMS), etc., at or below specified prices.

The term of the Florida DMS contract is valid until February 28, 2012.  The Superintendent is authorized to approve the renewal for the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Expenditures were $1,536,289 for 2010/2011, and $1,698,563 for 2009/2010.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.   Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
