Accept the Bid Submitted by Advanced Environmental Laboratories, Inc. - Invitation to Bid (ITB) #11090-MST Water and Wastewater Laboratory Services (Business Division)

Water and wastewater testing is required by statute and governed by the Florida Department of Health and/or the Department of Environmental Protection.  This bid was prepared at the request of the Sites and Utilities Department to establish fixed pricing for water and wastewater laboratory testing on district owned plants (wells) and occasionally at city schools.  This recommendation has been reviewed by the Sites and Utilities Department Manager. 

The initial term of this contract shall be for a one-year period beginning September 17, 2011, and ending September 16, 2012, with four one-year renewals.  All prices offered are firm against any increase for at least one year from the effective date.  This contract may be renewed by the Superintendent, per the terms of the specifications. 

Expenditures for were $36,200 for 2010/2011.  The incumbent vendor extended a 10% reduction in line item pricing, which will save the district approximately $5,000 during the first year of the contract.

Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
