SUBJECT / RECOMMENDATIONS
Accept a Supplemental Grant from the Bill and Melinda Gates Foundation to Fund Teacher Stipends for the Measures of Effective Teaching (MET) Extension and the Purchase of Software to Continue Using Cameras Provided from the Original MET Project
EXECUTIVE SUMMARY
On July 26, 2011, the School Board approved the continuation of the MET project for two additional years. This supplemental grant includes the funds necessary to provide teacher stipends and continued use of videotaping equipment.

Over seven hundred teachers from Hillsborough County Public Schools have participated in the MET project since its inception in the fall of 2009.  Participation in the project, including its unique 360 degree videos and reflective feedback, has helped the district and teachers explore future avenues in effectiveness and evaluation.  When a final research summary is released in the Spring of 2012, we will know more about our schools and have a better understanding of what teaching characteristics drive student achievement.

The MET extension will take a more streamlined, focused approach, reducing the number of teachers involved in our district to approximately 100, while increasing the number of videotaped lessons from 4-8 per teacher to approximately 50. The project has been extremely popular with our teachers, and we have received interest in the extension from approximately 200 teachers.  In addition, several MET and non-MET teachers have expressed interest in continuing to videotape their lessons for self-reflection and sharing in Professional Learning Communities.

STRATEGIC OBJECTIVES
• Increase promotion rates at all grade levels and the percentage of high school graduates • Demonstrate consistent and effective teaching methods • Motivate students to become responsible learners • Challenge and support all students with an appropriate curriculum • Recruit, develop, and retain a highly effective, diverse workforce
FINANCIAL IMPACT (Budgeted:  No)
The value of this grant is $441,000 with funds appropriate for teacher stipends for participation in the MET extension and for software for the current MET cameras.
EVALUATION
The project is evaluated externally by staff contracted through the Bill and Melinda Gates Foundation.
