Approve the Local Child Care Funds Contract Between Hillsborough County School Readiness Coalition, Inc., dba the Early Learning Coalition of Hillsborough County, and the School Board of Hillsborough County, FL (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
This contract provides a portion of the required 6 percent match for the School Readiness Program, making it possible to draw down $11,855,650 in federal funds and $898,000 matching Child Care Executive Partnership Program (CCEPP) state funds.  These funds provide child care and early education services for children from income-eligible families.  This contract earmarks funds as follows:  $711,339 is the required 6 percent  match for School Readiness child care services; $500,000 provides child care through the CCEPP for school-age children and their siblings; $398,000 provides child care through the CCEPP for children, ages birth to five, and their siblings; $320,000 provides care for families not eligible for traditional child care subsidies such as Informal Kinship Care; McKinney Vento Initiative, which assists homeless families; school-age children with special needs; and those families in crisis or other emergency situations.  The term of this contract is October 1, 2011 through September 30, 2012.  The contract was received in the office of Early Childhood School Readiness Programs on September 12, 2011, which results in requesting Board approval after the fact.

The contract total is $1,929,339 combined with the federal draw-down of $11,855,650 and 100% matching CCEPP state funds of $898,000 will be used to provide direct services for approximately 3,670 children through September 30, 2012, at an average annual rate of $4,000 per child.
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition, as prescribed by law.  This funding for Early Learning Coalition of Hillsborough County is provided by the Children's Board of Hillsborough County.  There is no district-generated revenue used for this purchase.
