Approve the Amendment to the Existing Agreement Between NCS Pearson, Inc. and The School Board of Hillsborough County, Florida Through June 30, 2014 and the Purchase of the Stanford Achievement Test, Tenth Edition for Grades 1-3 and Scoring for Grades 1-10 (Information and Technology Division)
EXECUTIVE SUMMARY
The proposed assessment contract between The School Board of Hillsborough County, Florida and NCS Pearson, Inc. is an extension of the July 1, 2005 contract.  NCS Pearson, Inc. is the sole provider of the Stanford Achievement Test, Tenth Edition (Stanford-10).  This amendment extends the present contract for three years through June 30, 2014.   With the transition to FCAT 2.0 Reading and Mathematics, it is recommended that an external, nationally norm-referenced achievement test be given to students to give the district comparison to understand the new standards being used by the state.  The Stanford-10 is a series of norm-referenced, objective-based tests designed to measure achievement in the skills commonly found nationally in state and district curricula.  Students are tested using the Total Reading and Mathematics batteries and their scores are reported in National Percentiles.  The results of these tests allow comparison of the performance of district students with those tested nationally at the same grade levels.

The District will test all students in grades 1-10 as it did during the 2010-2011 school year.  Consumable booklets are purchased for students in grades 1-3.  Reusable booklets are used for students in grades 4-10, and answer sheets to be used with these booklets are purchased from NCS Pearson.  Highlights of the contract include a 45% discount on catalog prices, scoring charges would remain at $0.60 per student through the 2013-2014 school year, and shipping and handling would remain at 6%.  Other highlights include the transition to the secure Form B for grades 1 and 2 of the Stanford-10.

The approximate cost for the 2011-2012 school year is $375,000.  This price includes test booklets, shipping and handling, and scoring charges. 
EVALUATION
District, by-school, and by-student results will be provided annually in June beginning in June 2012.
