Approve Termination of Contract Services and Award of Contract for Roof Replacement at Maintenance Operations Center | |
EXECUTIVE SUMMARY | |
On October 26, 2010, the Board approved the issuance of approximately $37,935,000 of Qualified School Construction Bonds (QSCBs) for renovation of roofs and heating, ventilating, and air conditioning (HVAC) systems at various District sites. The QSCBs provided for acceleration of roof and HVAC renovations previously scheduled in the five-year plan. The roof renovations are being executed in phases to avoid over-tasking available roofing contractors and ensure competitive pricing. (QSCB funded projects are indicated in the attachment.) District staff selected Roof Engineering Associates, Inc. from the approved Continuing Services Consultants list to provide design services for a project to replace selected roof areas at Brandon High School and the Maintenance Operations Center (MOC). The project was advertised and bids received. On May 17, 2011, the Board approved award of a contract for construction to the low bidder, Anderson & Shah Roofing, Inc. Anderson & Shah Roofing, Inc. failed several inspections, and was not timely in their completion of the work at Brandon High School, the initial phase of the project. Anderson & Shah Roofing, Inc. has been provided the contractually required notice of their default (attached), but has failed to establish a mutually agreeable plan for correction. Consequently, staff recommends termination of Anderson & Shah's right to proceed under the agreement. To complete the work on the Maintenance Operations Center portion of the project, staff recommends award of the contract for construction to Roof USA, LLC, the next low bidder for that portion of the work. |
