| Approve the Fixed Price Agreement Between the School Board of Hillsborough County, FL and the University of South Florida (USF) for Support to the Evaluation Process of the Voluntary Public School Choice Program (Information and Technology Division) | |
| EXECUTIVE SUMMARY | |
| The Voluntary Public School Choice (VPSC) is a system-wide grant designed to restructure and integrate processes in the Hillsborough County Public Schools Choice program. The VPSC project provides for restructuring of the attractor system; ensures that rigorous and quality attractors are available throughout the district; and works to integrate the lottery system and the application system into a single integrated process that makes Hillsborough County's Choice program a more transparent system.
The USF College of Education's David C. Anchin Center is being contracted to conduct the required external evaluation of the implementation of the Choice Program as it has for the previous four years of the grant. The purpose of the Annual Report is to document grant-related activities to aid in replication efforts, investigate progress toward stated grant goals, identify program strengths and challenges, and recommend strategies for improvement. This evaluation will determine how each choice option complies with the program's conceptual framework and will identify program strengths and challenges, and recommend strategies for improvement. The Scope of Work for this evaluation process is outlined in Attachment A. Deliverables and Payments are outlined in Attachment B. |
