Accept the Highest Ranked Proposals Submitted by The Phoenix Agency, Bay to Bay Balancing, Inc., and Tamiami Air Balancing and Commissioning, LLC - Request For Proposal #12001-MST HVAC Test and Balance and Commissioning Service (Business Division)
EXECUTIVE SUMMARY
On February 9, 2012, the Procurement Department, in conjunction with the HVAC and Energy Management Department, issued an RFP for heating, ventilation, and air conditioning test and balance and commissioning service.  In order for an HVAC system to work properly, it must be balanced so that the correct air and water flows are present.  Commissioning is another step beyond test and balance used as a final third party verification of the HVAC system and insures operational efficiency of the system. 

Seven firms responded to the RFP and a committee of district personnel evaluated their proposals.  The committee recommended awarding to the top three ranked firms, one for each maintenance area.  Utilizing three firms ensures better response time and coverage.

The initial term of this contract will be for one year, with four one-year renewals.  All prices offered are firm against any increase for at least one year from the effective date.  The Superintendent is authorized to approve any extension agreements, per the terms of the specifications.

Expenditures were $215,060 for 2011/2012.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
