Approve Amendment #1 with Hillsborough County School Readiness Coalition, Inc., dba the Early Learning Coalition of Hillsborough County, Contract #SDHC-SR 01-02 (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
This contract provides early education and child care services for children from income-eligible families in School Readiness child care facilities.  The term of the contract is July 1, 2011, through June 30, 2012.  Through Amendment #1 the Early Learning Coalition of Hillsborough County provides additional funding to be expended on direct child care services, effective March 1, 2012.  Due to the timing of the Early Learning Board meeting (March 12, 2012) and the School District's Spring Break, the amendment was received in our office on March 19, 2012, which results in requesting Board approval after the fact.

FINANCIAL IMPACT (Budgeted:  Yes)
The original total of $38,224,474 is increased by $3,200,000. Current total funding of $41,424,474, minus intake and eligibility services; child care resource and referral; and administration costs leaves $35,200,000 for direct child care services.  At an annual average of $4,000 per child, these funds will serve approximately 8,800 children.
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law.  The funding for Early Learning Coalition of Hillsborough County is provided through federal/state dollars.  The flow-through dollars are channeled by the Agency for Workforce Innovations, Office of Early Learning. School Readiness Program uses these funds to purchase child care in Hillsborough County.  There is no district-generated revenue used for this purchase.
