Approve the Agreement for Technical Services with Prismatic Services, Inc. for the Evaluation of the Title III Part A Supplementary Instructional Support for English Language Learners Grant (Information and Technology Division)
EXECUTIVE SUMMARY
The Hillsborough County Public Schools (HCPS) and the Department of Programs for English Language Learners (ELL) must ensure that services and activities provided to ELLs are aligned to state academic content standards, student academic achievement standards, and state assessments to continue to close the achievement gap.  Five key components that contribute to closing this gap for ELL students are the district’s academic programs, training, ELL materials, parental involvement, and personnel.

An Agreement for Technical Services has been initiated with Prismatic Services, Inc. to collaborate with the project director to develop needs assessment instruments and a methodology to identify, collect and analyze qualitative and quantitative data for the program’s evaluation.  Prismatic Services will also conduct on-site visits for interviews and will facilitate focus groups.  Presentations to program personnel for continuous quality enhancement will be conducted.  A final evaluation report will be submitted to the funding agency, the project director and the Department of Assessment and Accountability and will be used by Title III program personnel for program and policy decisions.

The total awarded for this federally funded project is $2,896,389.  Of this amount, $10,000 has been allocated for an external evaluation of the project's continued progress.
EVALUATION
A final report will be submitted to the funding agency, the project director, and the Department of Assessment and Accountability.
