Approve the Agreement for Technical Services with Cross & Joftus, LLC (Administration Division) 
EXECUTIVE SUMMARY
The Cross & Joftus partners and associates are authorities in school system management and governance. This contract is for professional technical services and is exempt from the bid process.

Cross & Joftus will work with district and school leaders to develop a principal competency model to include recruitment and selection strategies in support of principal talent management practices in Hillsborough County Public Schools. They will use the current standards and competencies for school leaders in Hillsborough Country Public Schools and will support us in the design of selection systems to use as school leader candidates enter the administrative pool and as assistant principal candidates enter the Preparing New Principals Program. The selection systems will include the assessment of our school leader competencies at entry level and throughout our leadership development programs (Future Leader Academy, AP Induction, Preparing New Principal Induction). The work with Cross & Joftus will also support the tracking of school leader performance throughout the Principal Pipeline.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $291,125 will be available from the Wallace Foundation Grant, Project 2100. 
EVALUATION
Assessments will be used at all levels of the Principal Pipeline to assess impact of new selection systems. Candidates’ skills will be tracked from Future Leader’s Academy all the way through Principal Induction to determine impact. Cross & Joftus will complete an impact survey to assess alignment of all parts of the competency model and external evaluators of the Wallace Foundation Grant will also assess impact of the model as part of our Principal Pipeline.
