SUBJECT / RECOMMENDATIONS
Approve Memorandum of Understanding (MOU) with the Florida Department of Education (FDOE) and, if Approved, Accept Funds for Development of Florida Comprehensive Assessment Test (FCAT) Materials and End-of-Course (EOC) Assessments for Students with Visual Impairments for 2012/2013, 2013/2014, and 2014/2015 (Curriculum and Instruction Division/Florida Instructional Materials Center for the Visually Impaired FIMC-VI)
EXECUTIVE SUMMARY
We request approval to enter into an MOU with FDOE for FIMC-VI.  FIMC-VI will assist the FDOE by providing expert reviews of 2012/2013, 2013/2014, and 2014/2015 FCAT and EOC materials to ensure that they are appropriate for students with visual impairments.

Applying the principles of universal design, FIMC-VI will review the Next Generation Sunshine State Standards Reading items/passages for grades 3-10 (2013 and 2014); Next Generation Sunshine State Standards Reading items/passages for retake; Next Generation Sunshine State Standards Mathematics items for grades 3-8 (2013 and 2014); Sunshine State Standards Mathematics items for retake (2012/2013); Next Generation Sunshine State Standards Science items for grades 5 and 8; Sunshine State Standards Writing prompts for Grades 4, 8, and 10 (2012); Next Generation Sunshine State Standards Writing prompts for grades 4, 8, and 10 (2013 and 2014); Algebra 1 EOC items (2012/2013 and 2013/2014); Geometry EOC items (2012/2013 and 2013/2014); Biology 1 EOC items; U.S. History EOC items; Civics EOC items (2012/2013 and 2013/2014); and the FCAT 2.0 sample test materials.  FIMC-VI will also review items, produce, proofread, and distribute Braille sample test materials and Braille notes for EOC assessments.

• Increase promotion rates at all grade levels and the percentage of high school graduates • Demonstrate consistent and effective teaching methods • Motivate students to become responsible learners • Challenge and support all students with an appropriate curriculum
FINANCIAL IMPACT (Budgeted:  Yes)
If approved, grant funds will be included in the divisional special revenue/federal programs budget.  As authorized by Section 1008.22, Florida Statutes, FDOE/K-12 Assessment Office will provide the district State General Revenue funds of $191,186.40 to complete assessment activities.
EVALUATION
Performance evaluation measures are determined by the Florida Department of Education.
