Accept the Piggyback of Invitation to Bid (ITB) #1203061 Transportation AC Parts - Buses, Between Orange County Public Schools and Sunbelt Transportation Refrigeration, LTD, and Invitation to Bid (ITB) #10-929-10-RN School Buses:  Air Conditioning Repair and Maintenance On-Site Services, Between Hernando County School Board and Marks Air, Inc. (Business Division)
EXECUTIVE SUMMARY
Both Sunbelt Transportation Refrigeration, LTD and Marks Air, Inc. have repair facilities in the Tampa area. The district will be utilizing the Orange County Public Schools and Hernando County School Board ITB’s for the Transportation Department to purchase air conditioning parts and labor for repair of school buses.  The term of the contract with Orange County Public Schools is from May 10, 2012, through May 9, 2014, and the term of the contract with Hernando County School Board is from January 20, 2012, through January 19, 2013. 

The Florida Department of Education (FLDOE) Purchasing Rules 6A-1.012 and district policy allow purchases from contracts awarded by other government agencies, district school boards, Department of Management Services (DMS), etc., at or below specified prices. Through negotiations with both vendors, Hillsborough County Public Schools will save an estimated $12,400. The Superintendent is authorized to approve the renewal agreement per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Fiscal year-to-date expenditures are $218,500 for 2011/2012, and $280,300 for 2010/2011.  General funds are available in the Transportation Department budget.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and the Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
