Accept the Highest Ranking Proposal from Grounds For Play - RFP #12051-EST Playground Equipment and Accessories (Business Division)
EXECUTIVE SUMMARY
In the effort to ensure the Head Start playgrounds are an extension of the classroom learning environment, we are adding sensory and dramatic play equipment.  This will increase opportunities for children to explore their fine motor, as well as gross motor skills.

One responsive vendor replied to the RFP solicitation and the district negotiated with that vendor.  The initial term of the contract shall be from June 13, 2012, through June 12, 2013, with four one-year renewals. The Superintendent is authorized to approve any extension agreements, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
The Head Start Program for the 2011/2012 school year runs from October 1, 2011, to September 30, 2012. Within that budget, funds have been set aside for the outdoor classroom learning environment.  The Head Start Program for the 2012/2013 school year runs from October 1, 2012, to September 30, 2013.  Within the next fiscal year's budget, funds will also be set aside to cover the outdoor classroom learning environment.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
