Approve Health Insurance Renewal for 2013.
EXECUTIVE SUMMARY

Staff and the School District’s health insurance broker/consultant, Aon Hewitt Consulting, negotiated rates and plan designs with Humana to present a 2013 health insurance proposal to the Employee Benefits Health Insurance Committee (Attachment A). The final proposal includes a 3.32 percent total plan decrease (Attachment B), adds enhancements to the current plan, and allows employee rates to remain the same as those paid in 2012 and 2011. The Committee recommends the School Board continue its relationship with Humana and accept Humana's proposed 2013 Health Insurance Renewal, which includes:

  • Continuation of current plans – no benefit “take-aways.”
  • $15 pediatrician co-pays (all plans except the HDHP).
  • $1,000 allowance per member for CoverageFirst plans (increased from $500).
  • $15 co-pay for CoverageFirst members accessing in-network clinics.
  • $500 hearing aid allowance per member at designated in-network provider.
  • Vitality Wellness Program to include a wellness coordinator.
  • Any costs associated with Federal Health Care Reform.

FINANCIAL IMPACT (Budgeted:  Yes)
Based on projected enrollment of 24,212 employees, the estimated overall cost for Plan Year 2013 (01/01/2013-12/31/2013) is $5,260,960 less than Plan Year’s 2012 premium (after adjustment for enrollment changes). (The employees’ rates are held to the same rates they paid in 2011.)
EVALUATION
Health insurance is renewed annually.
