Approve the Agreement for Technical Services with National School Administration Manager (SAM) Innovation Project (NSIP) (Administration Division)
EXECUTIVE SUMMARY
The SAM Project, funded by the Wallace Foundation grant, helps give principals the time and skills to focus on instruction by helping them delegate time-consuming activities involved with being a building manager to other staff members. This contract is for professional technical services and is exempt from the bid process.

The SAM Project is currently being developed and implemented by educators in nine Wallace partner states, including California, Delaware, Georgia, Illinois, Iowa, Kentucky, Missouri, New York, and Texas.  The project brings together efficient and cost-effective tools, training, and strategies to help principals focus more time on instructional leadership.  The project's goal is to direct a greater percentage of the principal's time to teaching practice, student learning, and school improvement, rather than management responsibilities.  Principals who have been involved in the SAM Project have demonstrated consistent growth in student achievement in their schools.

We plan to implement SAM with thirty principals in thirty schools as part of a phase-in model, as we train all principals over the next three years.  To sustain the project over time, the training and support will become part of our Principal Induction Program.  We will also take over the training and coaching so that our future expenses will be only to maintain the time tract software.

• Increase promotion rates at all grade levels and the percentage of high school graduates • Demonstrate consistent and effective teaching methods • Challenge and support all students with an appropriate curriculum • Recruit, develop, and retain a highly effective, diverse workforce
FINANCIAL IMPACT (Budgeted:  Yes)
Funds in the amount of $387,000 will be available from the Wallace Foundation grant, Race to the Top, and Title II funds.
EVALUATION
In order to evaluate the impact of the SAM Project, we will track principal time spent on instructional leadership activities in their schools compared with teacher performance data and student achievement data.  We will track this data over time.
