Accept the Lowest and Best Bids Submitted by Al's Window Tinting and Solar/Tek Window Tinting, Inc. – Invitation to Bid (ITB) #12064A-MST Window Tinting Services: Supply, Installation and Repair (Business Division)
EXECUTIVE SUMMARY

This bid was prepared at the request of the Energy Management Services Department to establish fixed pricing for window tinting services for selected sites throughout the district.  Through the Commercial Solar Window Film Program from Tampa Electric Company, HCPS will be eligible for a $1.25 per square foot rebate by installing window film on all east and west facing windows.

Award of this contract shall be to the lowest responsive, responsible bidder, as specified in the bid. The primary vendor in each area will be expected to respond to the majority of calls. However, in the event that the primary vendor is unable to perform within the time required, the alternate vendor will be called.  The alternate vendors have agreed to match pricing of the primary vendor for each line item. This recommendation has been reviewed by the Energy Management Services Department Supervisor. 

The initial term of this contract will be for one year, with four one-year renewals. All prices offered are firm against any increase for at least one year from the effective date. The Superintendent is authorized to approve any renewal agreements, per the terms of the specifications.

This energy conservation measure will be funded through the TECO rebates, utilizing the district's energy rebate account.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
