Accept the Highest Ranking Proposal from M & B Products, Inc. -  Request for Proposal (RFP)#12063-DST Milk Products (Business Division)
EXECUTIVE SUMMARY
This bid was prepared at the request of the Student Nutrition Services (SNS) Department to establish fixed pricing for milk products.  The National School Breakfast/Lunch Program requires that milk be offered as a daily side choice at both meals because of its overall nutritional content. The SNS Department desires to increase milk consumption in students through kid-friendly, innovative packaging, enhanced nutrition content, and great taste. The proposed items were the highest ranked in a student-based taste test conducted at Sergeant Paul R. Smith Middle School.  As a value-added service, this vendor provides recyclable corrugated milk trays that fit into traditional milk cases, thereby, allowing for 38 percent savings in district cooler space. Furthermore, the milk trays, which are 54 percent lighter than traditional cases, will cause less lifting strain to SNS employees.

This RFP may be renewed for four additional one-year periods. Upon mutual agreement, it may be renewed beyond the four one-year periods for a period not to exceed 180 days. The Superintendent is authorized to approve any extension agreements, per the terms of the specifications. This recommendation has been reviewed by the General Manager of Student Nutrition Services. A more detailed review of the specifications can be obtained by contacting the Procurement Department.

Funds of approximately $5,300,000 will be held in the Student Nutrition Services budget for the purchase of milk products.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
