Approve Appointment of Architect and Construction Manager for Elementary A
EXECUTIVE SUMMARY

A new elementary school is included in the approved 2011-2012 Five Year Capital Outlay Plan to support recent and future growth impacting Ruskin and Cypress Creek Elementary Schools. The school will be built on property owned by the School Board adjacent to Lennard High School. The school will be designed to achieve LEED Silver certification, and will open in August 2014 for the 2014-2015 school year. Appointment of a qualified architect and construction manager for the project is required.

Florida Statutes and School Board policy outline the process and requirements for selection of architects, engineers, and construction managers. Attachment A summarizes the process. The process provides for the identification of the most highly qualified firms by a Professional Services Selection Committee that includes representatives from several District divisions and the community. Attachment C identifies the specific committee members participating in each selection for Elementary A and the organization represented by each.

Twenty architectural firms and fifteen construction managers responded to the solicitation. The solicitation is included at Attachment B. Attachments D and E record the results of the Committee's evaluation of these firms at each phase of the process.

Staff has successfully concluded negotiations with the firms deemed most highly qualified by the Selection Committee to provide the required services. Based on the Selection Committee ranking and successful negotiations, staff recommends appointment of the firms and award of the corresponding fees as indicated.

  .   Wilder Architecture, Inc. to provide design services for a fixed fee of $867,887.
  .   Batson-Cook Company to provide construction management services for a fixed fee of $584,400.

The construction budget is $13,600,000, to be funded by impact fees. (Award is subject to approval of the Resolution for Impact Fee Fund Disbursement, recommended separately and concurrently with this agenda item.)
