Accept the Proposal from Fresh Point of West Coast Florida - Request for Proposal (RFP) #12070-DST, Fresh Produce (Business Division)
EXECUTIVE SUMMARY
On June 4, 2012, the Procurement Department, in conjunction with the Student Nutrition Services Department, issued an RFP for fresh produce. The district's online vendor registration system was used to notify proposers of this opportunity.  Three vendors responded and a committee of district personnel evaluated their proposals.  After presentations and questions, the committee recommended awarding to Fresh Point of West Coast Florida.

The purpose of this RFP was to establish the best service levels with an emphasis on the ability to deliver high quality fresh produce to individual Hillsborough County Public School (HCPS) sites throughout the district; and develop a training program to provide instruction to Student Nutrition employees regarding proper storage and handling of fresh produce for maximum shelf life.  New regulations set forth by the United States Department of Agriculture require our Student Nutrition Services Department to serve more fresh fruits and vegetables to students as part of the National School Lunch and National School Breakfast Programs.  These items will require twice weekly deliveries to approximately 29 secondary school sites with salad bar programs and weekly deliveries to approximately 186 elementary and middle school sites. Whenever feasible, HCPS looks forward to participation in the statewide Florida Department of Agriculture Farm to School Program.

FINANCIAL IMPACT (Budgeted:  Yes)
Funding will be available in the Student Nutrition Services budget.  The best and final offer resulted in an agreement to decrease the originally requested per case delivery fee of $3.40 to $3.25.  Expenditures were $2,006,415 for 2011/2012, and $1,841,008 for 2010/2011.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and the Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
