Approve the Piggyback of RFP #11-203: Type IIB Panelized Modular Buildings Between Mobile Modular Management Corporation and the Suwannee County School Board for the Purchase of Modular Classrooms | |
EXECUTIVE SUMMARY | |
Staff anticipates limited requirements for modular buildings in the near future. To satisfy these requirements, staff proposes to piggyback RFP #11-203: Type IIB Panelized Modular Buildings between Mobile Modular Management Corporation and the Suwannee County School Board for building purchase and installation. In light of the favorable pricing and past satisfactory service provided by Mobile Modular, staff recommends approval of the piggyback through June 30, 2013. The Superintendent is authorized to approve extensions through the term of the agreement that ends June 30, 2017. Staff recently solicited quotes for a specific District modular requirement from the four major providers of modular buildings in the state. Mobile Modular's quote was the lowest of the four, and saved 9% compared to the average of all quotes. Mobile Modular's quote includes a discount from the Suwannee RFP pricing (attached). As noted in the attachments, Mobile Modular agrees to provide a comparable discount (5% to 7% depending on the building type) on the Suwanee RFP pricing for future requirements. Mobile Modular has consistently provided excellent service while fulfilling previous modular requirements. Florida Department of Education (FLDOE) rule 6A-1.012 allows purchases from contracts awarded by other government agencies, district school boards, Department of Management Services (DMS), etc., at or below specified prices. |

Expenditures for modular building purchases were $4,874,472.10 for FY 2011 - 2012. Significantly fewer purchases are anticipated during the term of the agreement. |

EVALUATION | |
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting date of the expiring contract. |
