Approve CA Order Form with CA, Inc. for Software Licensing and Support (Information and Technology Division) | |
EXECUTIVE SUMMARY | |
Approval is requested for software licensing and support required for operations of the district’s student information system, service desk, and computer network management applications. In order to get the best discount, the district combines CA, Inc. software purchases into a three-year contract. Attachment A is the CA Order Form detailing the software components and costs. The current contract ends August 15, 2012.
This new agreement decreases the previous three-year cost by $152,856. Savings were maximized by removing nonessential software, exchanging software components for better value bundles, and discontinuing maintenance on obsolete software. Additionally, the efficiency of the mainframe computer procured in August 2011, is enabling the district to meet increased capacity demands for access to the student information system and associated applications without requiring additional software capacity licenses. Acquiring software directly from CA, Inc. is in accordance with Florida Department of Education Purchasing Rule 6A-1.012(14). Information Technology, as defined in Section 282.0041(15), F.S., is exempt from the competitive solicitation process and acquisitions may be made by direct negotiation and contract with a vendor or supplier, as best fits the needs of the school district as determined by the district School Board. |

The total cost for the new three-year agreement is $1,882,170. The previous three-year agreement approved on September 15, 2009, was $2,035,026. The cost will be expended from the Information Services Department software budget in three annual payments. The annual costs are $649,390, $616,390, and $616,390, for fiscal years 2012 through 2014, respectively. | |

IBM software is reviewed annually to confirm that it provides the functionality required to meet the district goals and objectives in a cost effective manner. | |
