Summary of Hillsborough County Public Schools (HCPS) Grant Application to the Teacher Incentive Fund Program (TIF), Performance Outcomes With Effective Rewards III (POWER III) (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
Hillsborough County Public Schools has submitted a TIF grant application for funding from the U.S. Department of Education (USDOE).  If awarded, the year one amount will be approximately $5.4 million.  The proposed initiative supports the development and implementation of a Performance-Based Compensation System (PBCS) for teachers, principals, and other instructional personnel, in high-need schools. One objective of the PBCS is to increase educator effectiveness, which, in turn, has a significantly positive effect on student achievement.

If funding is received, two new Coordinator of Evaluation and Compensation positions will be created.  The coordinators would assist the Director of Evaluation and Compensation with duties related to peer evaluators in the district.  The positions would replace two existing Lead Peer Evaluators.  The attached chart gives further details regarding the potential positions.

FINANCIAL IMPACT (Budgeted:  No)
If awarded, funding for this project will be provided by the USDOE.  HCPS will be the grant’s fiscal agent. 
EVALUATION
Under the terms of the grant, HCPS will be responsible for project evaluation.  If awarded, a copy of the annual reports and final evaluation report would be provided to the district’s Office of Assessment and Accountability.
