Approve the Local Child Care Funds Contract #LCCF SR 01-13, between Hillsborough County School Readiness Coalition, Inc., dba the Early Learning Coalition of Hillsborough County (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
This contract provides a portion of the required 6 percent match for the School Readiness Program making it possible to draw down $11,855,650 in federal funds and $898,000 matching Child Care Executive Partnership Program (CCEPP) state funds.  These funds provide child care and early education services for children from income-eligible families.  This contract earmarks funds as follows:  $711,339 is the required 6 percent match for School Readiness child care services; $898,000 provides child care through the CCEPP for children, ages birth to 12, and their siblings, including children whose parents are in higher education/training programs; $15,000 provides care for families not eligible for traditional child care subsidies such as, children of teen parents enrolled in General Education Development (GED) programs, children with special needs, and/or children of families with medical crisis; $153,900 will provide care through the McKinney Vento initiative for children of homeless families.  The term of this contract is October 1, 2012, through September 30, 2013.

The contract total is $1,778,239 combined with the federal draw-down of $11,855,650, and 100 percent matching CCEPP state funds of $898,000 will be used to provide direct services for approximately 3,632 children through September 30, 2013, at an average annual rate of $4,000 per child.
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition, as prescribed by law.  This funding for Early Learning Coalition of Hillsborough County is provided by the Children’s Board of Hillsborough County.  There is no district-generated revenue used for this purchase.
