| Approve the Piggyback of Invitation to Bid (ITB) 003-MHH-0713, L.P. Gas - Term Contract Between Polk County Public Schools and Amerigas Propane for Liquid Propane Gas and Related Services (Business Division) | |
| EXECUTIVE SUMMARY | |
| On September 7, 2010, the Board accepted the lowest and best bid by Ferrellgas - ITB #10067-DST, to establish fixed pricing for propane and butane gas. Propane is utilized at 55 of our locations to heat our buildings, cook in our cafeterias, and facilitate teaching in our science labs and culinary kitchens. After several discussions, Ferrellgas stood firm on the need to increase the per gallon mark-up fee by 62.1 percent (from $0.37 to $0.60) due to internal costs. The proposed piggy-back agreement with Amerigas will decrease the current mark-up by 21.6 percent (from $0.37 to $0.29). This agreement will run through June 30, 2015.
The Florida Department of Education (DOE) Purchasing Rule 6A-1.012 allows purchases from contracts awarded by other government agencies, district school boards, Department of Management Services (DMS), etc., at or below specified prices. |

| Expenditures for propane gas were $260,789 for fiscal year 2011/2012. Changing vendors will generate an estimated savings over the previous year of $12,566, and a cost avoidance of $36,129. | |
| EVALUATION | |
| Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract. | |
