Accept the Microsoft Campus and School Agreement and the Lowest and Best Bid Submitted by Dell Marketing L.P. - Invitation to Bid (ITB) #12207-DST Microsoft Campus and School Agreement (Business Division)
EXECUTIVE SUMMARY
The new Microsoft Campus and School Agreement (CASA) subscription licensing program allows the district to run selected products, and any upgrades or downgrades of those products, for a designated three-year term.  For application, system and Client Access License (CAL) products, the district remains fully licensed throughout the designated term and only needs to report increases on Full-time Equivalent (FTE) employees on the annual order, even if the number of computers or users grows.

This ITB was prepared at the request of the Customer Service and Support Department to establish additional discounts for the CASA agreement.  Award of this contract shall be to the lowest responsive and responsible bidder as specified in the ITB.  This recommendation has been reviewed by the Manager of Customer Service and Support. The district has obtained a discounted price list from Microsoft Corporation and additional reductions are offered by the distributor.  Dell Marketing has offered an additional discount of 19.7 percent on all listed software purchases.

Funds of $1,122,466 will be available in the Information and Technology Division budget to support this CASA agreement.  Requesting additional discounts from resellers provided Hillsborough County Public Schools an additional 19.7 percent valued at approximately $200,000.  The $4.5 million cost for the Microsoft upgrade, which is required with the expiration of support for Windows XP in 2014, is also avoided with this agreement.
EVALUATION

Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract
