Approve the Agreement for Technical Services with Herrick Research LLC for the Evaluation of the Boy Scouts – Learning for Life Grant (Information and Technology Division)
EXECUTIVE SUMMARY
The Boy Scouts Learning for Life Grant provides additional learning opportunities for at-risk, low-performing students to improve student performance and reduce dropout rates.  This grant will be used to assist in improving overall student achievement, student attendance and retention rates, engagement and social development, and to increase graduation rates and decrease dropout rates.  Targeted students are enrolled at Apollo Beach, Ballast Point, Bing, Cahoon, Chiaramonte, Cimino, Collins, Doby, Egypt Lake, Folsom, Forest Hills, Gibsonton, Grady, Kenly, Lomax Magnet, Maniscalco, Miles, Northwest, Shore, Summerfield Crossings, Twin Lakes, and Yates Elementary Schools.

The evaluation will determine, through surveys and observations, that project funds are being used for activities that directly support the accomplishment of the project-purpose priorities and expected outcomes.  The provider will complete a mid-year formative evaluation report and a final summative evaluation report.  The reports will provide, as needed, a detailed explanation of the program and current progress towards meeting program objectives; a brief summary of the program; a description of the participants; data on average daily attendance and/or enrollment at each site; data on student referrals by the school counselor and/or teacher(s); a synopsis of the current level of operation at each site; progress towards achieving project objectives; an analysis of teacher, parent and student surveys; and overall program-wide recommendations.

An invitation to apply as the provider for the evaluation of this project was sent out to district screened evaluators on the registered vendor list.  After reviewing the credentials and examples of prior evaluations of the vendors who responded, Herrick Research was chosen as the provider for this evaluation project by the Manager of Evaluation and other members of the evaluation staff using a district rubric.   Michael Herrick, Ph.D., is the President of Herrick Research.  He received his Doctorate from the University of Minnesota in Community, Family and Education and his Masters from Wayne State University in Educational Research and Evaluation.  Dr. Herrick has performed numerous external evaluations for various school districts throughout the nation and has 44 years of experience in program evaluation in education.

FINANCIAL IMPACT (Budgeted:  Yes)
Of the $188,000 budgeted for the project, $13,000 has been allocated for the external evaluation of the project.
EVALUATION
A mid-year formative evaluation and a final summative evaluation report will be submitted.
