On October 26, 2010, the Board approved the issuance of approximately $37,935,000 of Qualified School Construction Bonds (QSCBs) for renovation of roofs and heating, ventilating, and air conditioning (HVAC) systems at various District sites. The QSCBs provided for acceleration of roof and HVAC renovations previously scheduled in the five-year plan, including renovation of the HVAC system at Twin Lakes Elementary School. (The allocation of QSCB funded projects to phases is indicated in an attachment.)

On June 14, 2011, the Board appointed VoltAir Consulting Engineers, LLC to provide design services for the project at Twin Lakes. On April 10, 2012, the Board awarded the contract for construction to the low bidder, Vogel Bros. Building Co.

Pursuant to Board policy, staff issued construction change directives (CCD) as listed in the attachments to address several unforeseen conditions, code official requirements, and design deficiencies that arose during the summer construction period.  The policy requires that normal change order procedures be implemented following issuance of a CCD.   As this change order is for an amount greater than $100,000, Board approval is required.
