Approve the Recommendation Regarding the Purchase of “INFORM License Renewal” from Edmin.com, Inc. (Sole-Source Provider) (Instructional Support Division)
EXECUTIVE SUMMARY
INFORM is a web-based learning system that contains an Exceptional Student Education (ESE) application (INSPIRE) that enables teachers and related service providers to meet federal (Code of Federal Regulations 34CFR-300.320-300.324) and state (State Board of Education Rules 6A-6.03028) regulations requiring the development, implementation, and evaluation of each student’s Individual Educational Plan (IEP).

IEP’s are designed to meet the unique educational needs of the child who, as defined by federal regulations, has a disability.  The IEP is tailored to the individual student’s needs, as identified by the evaluation process, and serves as a guide to help teachers and related service providers understand the student’s disability and how the disability affects the learning process.  The IEP describes how the student learns, how the student best demonstrates that learning, and what teachers and service providers will do to help the student learn more effectively.

IEP’s are saved in the web-based system allowing immediate access to each student’s educational needs by administrators, teachers, and related service providers.  The district has been using the web-based solution since 2002.

These licenses from Edmin.com, Inc. are considered sole-source items and are exempt from the bidding process per Florida Department of Education 6A-1.012 purchasing policies.

Budgeted IDEA grant funds are available in the amount of $107,090 for this project.
EVALUATION
The INFORM web-based learning system has provided an effective, efficient platform for teachers and related services providers for implementation of federal and state regulations requiring the development, implementation, and evaluation of each student’s IEP.
