Approve the Recommendation Regarding the Purchase of "Issues 21 Hillsborough Edition" from Rubicon Publishing, Inc. (Sole Source Provider) (Curriculum and Instruction Division) | |
EXECUTIVE SUMMARY | |
The "Issues 21 Hillsborough Edition" curriculum is designed for 7th and 8th grade developmental reading students who are mandated to take reading due to their Level 2 score on the 2012/2013 FCAT reading test. The program includes four modules per grade level for a total of eight modules. It is designed to provide the identified students with multiple opportunities to read and respond to complex text through listening, speaking, and writing. Each module presents text focusing on a global issue, multiple perspectives of the issue, and actions to change the effects of the global issue. The program focuses specifically on the skills that will be assessed on the 2013/2014 FCAT assessment as well as the Common Core State Standards (CCSS) that require our students to not only read complex text independently but respond to text in multiple forms. Students are required to complete formative assessments throughout the instruction leading students to an embedded teaching task at the conclusion of each module. Teachers will receive a detailed teacher’s guide providing an overview of the instructional practices and the CCSS alignment outlining the skills being taught within each module. Detailed daily lesson plans are also provided.
The "Issues 21 Hillsborough Edition" from Rubicon is considered sole source and is exempt from the bidding process per Florida Department of Education 6A-1.012 purchasing policies as copyrighted materials. The Superintendent is authorized to approve any extension agreements per the terms of the specifications. |

Budgeted Comprehensive Reading Plan Grant funds, Project 4528, are available in the amount of $191,784 for this project year and an additional $100,000 over the next five years. | |
EVALUATION | |
Review of FCAT 2.0 student achievement data for Intensive Developmental students in both 7th and 8th grade. Formative assessment data will be captured and correlated to student outcome FCAT data. | |
