Approve Renewal Contract with the Florida Department of Children and Families for Career Recruitment and Instruction in Basic English (CARIBE) Program for Adult Refugees, Contract #LK179, 2013/2014 and 2014/2015  (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
We request approval of the renewal contract for the CARIBE Program.  The CARIBE Program was initiated in the district in 1998, with grant funds to provide educational services to recent refugees and political asylees. A renewal standard contract with the Florida Department of Children and Families for the period August 1, 2013, through July 31, 2015, for $3,358,000 has been developed to provide continued programs in English language and workplace readiness skills.  The CARIBE Program includes classrooms and computer laboratories at Erwin Technical Center, McDill Columbus Learning Lab, CARIBE at Lois, and CARIBE at First Baptist Church.  The technical training is available at Erwin, Learey, Brewster, Aparicio-Levy, and Tampa Bay Technical centers.  During the 2012/2013 school year, the CARIBE Program served approximately 2,300 students.  Since 1998, CARIBE has successfully served over 19,300 adult students and consistently receives exemplary evaluations for program operations.

This renewal contract in the amount of $3,358,000 with the Department of Children and Families is for two years and will be included in the divisional special revenue/federal programs budget.  Indirect costs are included in the budget.
EVALUATION
Evaluations are performed for grants as required by the funding authority.  CARIBE Program goals and improvement plans for any deficient performance standards are included within the contract.  An evaluation report is provided to recipients annually.
