Approve Memorandum of Agreement between Youth Advocate Programs, Inc. and The School Board of Hillsborough County, FL for the Provision of Services for the Full Service School Program (Instructional Support Division)
EXECUTIVE SUMMARY
The Sanchez and Just Full Service Centers have developed and implemented a strategic planning process to improve services for families and students in the East and West Tampa communities.  Community residents, agency staff members, and educators have been involved in this process.  The goal has been to develop effective working relationships with select community partners who will support family self-sufficiency and student performance.  Decisions have been made, based upon several identified school and community needs, to colocate select agency partners at the Full Service Centers to support this goal.  The provider will work with youth and their families to develop supportive services as an alternative to dependency and court intervention.  This agreement has been prepared to describe the working relationship between the Full Service School Centers, families, educators, and this provider.

FINANCIAL IMPACT (Budgeted:  No)
The provider has agreed to work in cooperation with the Full Service Centers’ staff and in partnership with other educators and community agency representatives.  The district will provide office space and phone service at the Full Service Centers, when feasible.  The estimated annual cost of the in-kind service to the district to provide these services are $16,260.
EVALUATION
The Supervisor of School Social Work Services and the Coordinator of the Full Service School Centers will evaluate the effectiveness of program services.  They will meet regularly and review this agreement.  Program evaluation will include the number and scope of program service activities; amount of time the program is on campus to meet client needs; support for the partnership with the Full Service School Centers’ mission and goals; and feedback about the effectiveness of services from clients, area principals, and school social workers.
