SUBJECT / RECOMMENDATIONS
Accept the Lowest and Best Bids Submitted by Various Vendors - Invitation to Bid (ITB) #13053-DST Network Switches, Wireless Access Points (Business Division)
EXECUTIVE SUMMARY
On May 21, 2013, the Board approved the Wireless Infrastructure Plan for the expansion of wireless networks in all non E-rate schools.  This bid was solicited to secure fixed pricing for the hardware needed to put this project into effect. 

Award of this contract shall be to the lowest responsive, responsible bidders, as specified in the bid.  This recommendation has been reviewed by the Department Manager for Customer Service and Support. 

The initial term of this contract shall be for a one-year period, beginning July 17, 2013, with two one-year renewals.  Prices offered are firm against any increase for one year from the effective date.  The Superintendent is authorized to approve any renewal agreements, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
For the 2013-2014 fiscal year only, monies in the non-recurring indirect cost budget will be used to fund and complete the wireless access work program at an estimated $4,400,000.  The use of such monies shall be restricted to the following purpose: provide the infrastructure for a wireless installation including access points, switches, cabling, and installation.  Due to a reduction in line item pricing, Hillsborough County Public Schools will save approximately $6,400 on the purchase of switches and access points.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team.  Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report.  Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract.
