SUBJECT / RECOMMENDATIONS
Approve the Reorganization of Title I (Migrant Education Program and Supplemental Educational Services), Grants and Research Operations, Hillsborough Out-of-School Time (HOST), and Student Nutrition Services (SNS)
EXECUTIVE SUMMARY
Over the past several years the Student Services and Federal Programs Division have increased responsibilities with no change in personnel to fulfill the obligations.  In a continuing effort to streamline departments within the division and maximize efficiencies, we propose

In the Title I/Federal Programs Department, the Migrant Education Program has an increase in the population of migrant families (over 4,000).  It is necessary to increase the assistance given to assure those families are given the services they require.  We are requesting a change in the title of the Migrant Aides to Migrant Recruiters to enable recruitment and retention of highly qualified employees who can commit to the flexibility and high demands of these positions.  We are also deleting a District Resource Teacher from the Supplemental Educational Services Program as this program is no longer offered in our District for the 2013/2014 school year. 

In the Grants and Research Operations Department, the Assistant Director assumed the duties and responsibilities without Director level compensation due to financial restraints.  We are requesting to delete the Assistant Director and add a Director. 

In the Hillsborough Out of School Time (HOST) program there has been an increased number of students (11,000), requiring a need to coordinate academic programs into the program.  We are requesting 12-month curriculum assistance for elementary and middle school and additional managers.  We will delete the administrator on special assignment and utilize other personnel to assume those job responsibilities.

The increased offerings of the Student Nutrition Services (SNS) Department and the need to have a flexible staff requires changes which are outlined in the attached documents.
