SUBJECT / RECOMMENDATIONS

Approve and Accept the School Bus Brand and Options on the Florida Department of Education (FLDOE) School Bus Bid #2013-01 for the Purchase of School Buses and Optional Equipment with Matthews Buses, Inc.

EXECUTIVE SUMMARY

In accordance with Florida Statute 1006.27(1) The Florida Department of Education (FLDOE) shall assist district school boards in securing school buses, contractual needs, equipment, and supplies at as reasonable prices as possible by providing a plan under which district school boards may voluntarily pool their bids for such purchases.  The FLDOE prepares bid forms and specifications, obtain quotations of prices and make such information available to district school boards in order to facilitate this service.  The FLDOE awards bidders within 10% of low price.  This gives the district the ability to select based on criteria the district finds important.

Three bus manufacturers offer the 77 passenger Type C conventional school bus.  The Thomas Built brand offers additional options that are not currently available on the other FLDOE awarded brands.  These options include: air disc brakes, adjustable pedals to allow all size drivers to obtain maximum comfort and vehicle control, and straight floors (no more uncomfortable wheel well seats for the students).  Additionally, the referenced brand offers an extended warranty that provides complete dealer product service, including transporting of the vehicle to the appropriate repair facility for the term of the extended warranty.

The Transportation Department is recommending the purchase of Thomas Built Buses sold via Matthews Buses, Inc.  Prior to any purchase, the Transportation Department will seek approval from the Board for a specific number of buses, purchasing method, and full cost detail.  (REVISED ATTACHMENTS)
