Approve Dual Enrollment Articulation Agreement with the District Board of Trustees of Hillsborough Community College, 2013/2014 (Secondary Education
EXECUTIVE SUMMARY
Recent legislation has presented our school district with several fiscal and logistical challenges in the implementation of a dual enrollment program for the upcoming school year.  Through our strong partnership with Hillsborough Community College (HCC), we have overcome these challenges to help our students meet their academic needs and provide opportunities for acceleration.

The programs covered under this agreement are dual enrollment and early admission.  Dual enrollment course offerings allow qualifying students in grades 9-12 to enroll in both high school and college and provides students the opportunity to enhance their learning in courses that meet educational, career, and personal needs while enrolled in high school.  The dual enrollment program shortens the time necessary for students to complete degree requirements, expands the scope of curricular options, and increases the depth of study available for a particular subject by offering college credit courses.  Dual enrollment course offerings, both on and off the high school campus, provide students greater academic options and considerable financial savings.

Early admission is a form of dual enrollment that permits eligible students to enroll in HCC on a full-time basis in courses that are creditable toward a high school diploma and college credit. 

This agreement is completed and submitted annually by HCC to the State Board of Education.

• Increase promotion rates at all grade levels and the percentage of high school graduates • Demonstrate consistent and effective teaching methods
FINANCIAL IMPACT (Budgeted:  Yes)
Due to the partnership the school district has with HCC, any costs incurred by the district will be offset via in-kind services and facility usage.  Without our strong partnership with HCC, the district could have incurred a cost of approximately $500,000.  As in the past, the school district will provide textbooks for dual enrollment students.
EVALUATION
At the conclusion of the agreement with HCC, we will evaluate the program by the number of students participating at the end of the 2013/2014 school year.
