Approve the Subagreement (#79002) Between the New Teacher Center (NTC) and Hillsborough County Public Schools (HCPS) for Services Associated with HCPS Role in NTC’s Federal Supporting Effective Educator Development Grant Program (SEED) (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY

On July 31, 2012, the Board approved the subagreement between NTC and HCPS. This agreement was for the first year of a three year grant. The current agreement will cover the remaining two years of the grant.  The U.S. Department of Education (USDOE) awarded $13,944,289 to NTC for a Supporting Effective Educator Development Grant.  Of that amount, $3,529,909 in year two of the three-year grant is dedicated to HCPS for expenses related to the development of effective educators.  This partnership focuses on increasing the effectiveness of teachers and principals in the district “through a reform of practices and strategies and the creation of new programs within a structured induction program of professional development and mentoring work with beginning teachers and novice principals.”  This will be achieved by:

  • Continued implementation of a two-year, intensive instructional, and student-learning focused system of teacher induction and principal induction based upon the principles, practices and protocols of the New Teacher Center;
  • Enhancement of the existing Mentor Development supports to increase capacity of third year teacher mentors;
  • Reduction in mentor-teacher ratios to allow for more intensive support of each beginning teacher and new principal;
  • Increasing the intensity of NTC support for program improvement and sustainability, including additional field-based support for mentors and Area Leadership Directors.

FINANCIAL IMPACT (Budgeted:  Yes)
Funding for this project is provided by the US Department of Education in the amount of $3,529,909 for year two of the project. NTC is the grant’s fiscal agent and project funds reside at NTC.  HCPS will invoice NTC as outlined in the subagreement.  As long as grant funds remain available for the third year of the three-year project, the superintendent is authorized to accept those funds under the terms of this agreement. 
EVALUATION
Under the terms of the grant, NTC is responsible for project evaluation.  A copy of the annual reports and final evaluation report will be provided to the HCPS Office of Assessment and Accountability. The anticipated date for the next annual report is Fall 2014.
