Approve the Contract with Hillsborough County School Readiness Coalition, Inc., D/B/A Early Learning Coalition of Hillsborough County, Contract #HCPS SR 01 (2013-2014) (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
This contract with Hillsborough County School Readiness Coalition, Inc., doing business as Early Learning Coalition of Hillsborough County is for the provision of early childhood education and child care services for low-income families. Hillsborough County Public Schools (HCPS), School Readiness Programs received the contract on August 15, 2013. The terms of this contract are in effect July 1, 2013, through June 30, 2014. This replaces the current extension agreement approved through August 31, 2013.

Hillsborough County School Readiness Coalition, Inc. requires HCPS to sign contract before their approval.

FINANCIAL IMPACT (Budgeted:  Yes)
The total of $38,451,426 is federal/state funding originating with Florida’s Office of Early Learning flowing through the Early Learning Coalition of Hillsborough County and passed to Hillsborough County Public Schools to provide early education and child care for approximately 8,200 children from eligible low-income families. The total funding minus the administration cost and earmarked funding for infant and toddler quality enhancement, child care resource and referral, and intake and eligibility services leaves $32,802,426 for direct child care services at an annual average rate of $4,000 per child.
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition as prescribed by law. The funding for Early Learning Coalition of Hillsborough County is provided through federal dollars. The flow-through dollars are channeled by Agency for Workforce Innovations. School Readiness Program uses these funds to purchase child care in Hillsborough County. There is no district-generated revenue used for this purchase.
