Approve the Agreement for Technical Services with National SAM Innovation Project (NSIP) (Administration Division)
EXECUTIVE SUMMARY

Last school year, 30 of our Principals involved in the Teacher Incentive Fund (TIF) program were trained in the SAM Process. The SAM Process is a professional development process using a unique set of tools to change a principal's focus from management tasks to instructional leadership activities directly connected to improving teaching and learning. The 30 principals trained will continue their training and support for a second year. The Teacher Incentive Fund (TIF) grant will support the funding for year two of the training. The training and support provided by the National SAM Innovation Project will allow the 30 schools to have their base-line data recollected to show growth after one year, additional training to include a local SAM Convening and Annual National SAM Conference, and use of the Time Track Calendar to plan, set goals, and capture the support provided to individual and groups of teachers. The TIF schools will also receive support from an on-the-ground implementation specialist who will meet with their SAM team to assess growth and progress and plan for continued improvement in supporting the principal in their instructional leadership work. The implementation of the SAM process will improve how principals spend their time, which will also improve teacher practice and student learning. The training and support will take place from October 2013, to October 2014.

Funds in the amount of $270,000 will be available from TIF grant.
EVALUATION
The evaluation will include the analyzing of data from principal time track calendars to show whether daily instructional leadership goals have been met. The improvement of teacher practice will also be assessed as part of the evaluation.
