|Approve Contract Renewal for Community Charter School of Excellence|
|Charter legislation includes a provision for the renewal of a charter contract for those schools that have successfully completed their contract term. The school district’s process for contract renewal consideration includes the submission of a letter of intent to renew the contract, a comprehensive program review, an update of the charter application, and the development of a new contract. The recommendation is being made for a two-year contract.
Community Charter School of Excellence received a state grade of “D” during the 2011-2012 school year, requiring the school to participate in state mandated school improvement activities. The Superintendent sent Community Charter School of Excellence a 90 day letter on April 15, 2013, warning the school of possible closure based on further deterioration of student performance. A hearing was scheduled for July 29, 2013, at the request of the school. The hearing was cancelled due to the school receiving a school grade of “D” for the 2012-2013 school year. Community Charter School of Excellence will continue to participate in school improvement activities as required by statute.
Consistent with established procedures, a district review team assessed the school’s performance relevant to student achievement, finance, governance, administration, curriculum and instruction, and assessment.
Attached is a report of the review team’s findings and recommendations (Attachment 1). The two-year contract for Community Charter School of Excellence will align the renewal period with Community Charter Middle School of Excellence (Attachment 2). Both schools are located at the same facility and governed by the same board. An application update including a budget submitted by the school is Appendix 1 and annual academic goals submitted by the school is Appendix II of the contract.

|FINANCIAL IMPACT (Budgeted: Yes)|
|The charter school's projected enrollment of 140 students will generate $887,919 in Florida Education Finance Program (FEFP) funds. The school district retains a five (5) percent administrative fee for up to and including 250 students ($46,733) of FEFP funds to offset services provided by the district. The school also receives approximately ($122,480) in capital outlay funds from the Florida Department of Education. Costs associated with the development of the contract include district staff time and attorney fees.|
|On June 30, 2015, Community Charter School of Excellence will participate in another contract renewal process which will include, but not be limited to: site visits, quarterly monitoring of student achievement, monthly monitoring of financial records, and comprehensive district review.|
