Accept the Piggyback Between Snap-On Industrial (Sole-Source Provider) and Miami-Dade School District Contract #08-JJ09 Maintenance and Repair Operation (MRO) Products for the Purchase of a Diagnostic System, Cabinetry, and Tools (Curriculum and Instruction Division)
EXECUTIVE SUMMARY

We are requesting approval for the purchase of equipment and supplies to be utilized for the Automotive Technology Programs housed at Erwin Technical Center and Learey Technical Center High School.  This program prepares students to become state-of-the-art automotive technicians who can analyze, repair, and maintain high-tech automobiles to manufacturer's specifications.  Automotive Technology uses a computer-managed laboratory and actual "live" hands-on work to train the automotive technicians of the future.

The comprehensive program includes a diagnostic hardware/software bundle and Build-a-Bay cabinetry and storage, both exclusively distributed by Snap-On.  This equipment can be designated as sole-source and is exempt from requesting competitive solicitations by Florida Department of Education (FLDOE) 6A-1.012 Purchasing Policies (12) (d).

The tools will be purchased utilizing the Miami-Dade contract.  The initial term of this contract was November 17, 2009, through November 16, 2011, with an option to extend for three one-year periods.  The contract has been approved for a second extension, currently good through November 16, 2013.  The district is receiving the highest discount available.  The Superintendent is authorized to approve the renewal agreement, per the terms of the specifications.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds of $181,929 are available in Project 9052; $12,213 is for Erwin Technical Center and the remaining amount is for Learey Technical Center High School.  Funds designated in Specific Appropriation 117A were provided to district workforce education programs to expand, enhance, or develop program offerings that will lead to industry certifications in automotive service technology; cyber security; advanced manufacturing; welding; pharmacy technology; and heating, ventilation, and air conditioning technology.
EVALUATION
A survey of students and advisory committee members will be conducted to seek feedback regarding the impact of this equipment on completion, certification, and job placement of students.
