SUBJECT / RECOMMENDATIONS
Accept the Piggyback of Bid #CL-108RJ, Teaching Aids, Equipment and Supplies, Between Hampden Engineering Corporation and School District of Volusia County, Florida, for the Purchase of Air Conditioning, Refrigeration, and Heating Simulators; and Training Equipment at Erwin Technical Center (Curriculum and Instruction Division)
EXECUTIVE SUMMARY
We are requesting approval for the purchase of air conditioning, refrigeration, and heating simulators; and training equipment.  This equipment provides hands-on training that meets the future demands for a technically trained workforce.

The equipment is being purchased for the Air Conditioning, Refrigeration, and Heating Technology program housed at Erwin Technical Center.  Similar equipment was purchased last year for Tampa Bay Technical High School.  This comprehensive program includes all aspects of the 1,350-hour adult vocational curriculum framework, which prepares adult students for employment as helper, mechanic assistant, mechanic I and II, and technician in the air conditioning, refrigeration, and heating technology field.

The Florida Department of Education (FLDOE) 6A-1.012(6) Purchasing Policies and district policy allow purchases from contracts awarded by other government agencies, district school boards, and the Department of Management Services (DMS) at or below specified prices.  The current contract term expires December 30, 2014.

FINANCIAL IMPACT (Budgeted:  Yes)
Funds of $164,691.25 will be available in project 9052; this reflects a savings of $8,983.75.  The overall discount received is higher than the piggyback contract.  Funds designated in Specific Appropriation 117A were provided to district workforce education programs to expand, enhance, or develop program offerings that will lead to industry certifications for automotive service technology; cyber security; advanced manufacturing; welding; pharmacy technology; and heating, ventilation, and air conditioning technology.
EVALUATION
A survey of students and advisory committee members will be conducted seeking feedback regarding the impact of this equipment on completion, certification, and job placement of students.
