Approve the Local Child Care Funds Contract #LCCF SR 01-14, Between Hillsborough County School Readiness Coalition, Inc., D/B/A the Early Learning Coalition of Hillsborough County (Student Services and Federal Programs Division)
EXECUTIVE SUMMARY
This contract provides a portion of the required 6 percent match for the School Readiness Program making it possible to draw down $12,855,650 in federal funds and $838,900 matching Child Care Executive Partnership Program (CCEPP) state funds.  These funds provide child care and early education services for children from income-eligible families.  This contract earmarks funds as follows: $771,339 is the required 6 percent match for School Readiness child care services; $838,900 provides child care through the CCEPP for children, ages birth to 12, and their siblings, including children whose parents are in higher education/training programs; $54,000 provides care for children, ages 9 to 12, of homeless families referred through Metropolitan Ministries.  The term of this contract is October 1, 2013, through September 30, 2014.  The School Readiness Program office received this contract on October 15, 2013.  This contract was approved by Board Attorney on November 19, 2013, which results in requesting Board approval after the fact.

The contract total is $1,664,239 combined with the federal draw-down of $12,855,650, and 100 percent matching CCEPP state funds of $838,900 will be used to provide direct services for approximately 3,839 children through September 30, 2014, at an average annual rate of $4,000 per child.
EVALUATION
Each year the financial statements are audited by Hillsborough County School Readiness Coalition, as prescribed by law.  This funding for Early Learning Coalition of Hillsborough County is provided by the Children’s Board of Hillsborough County.  There is no district-generated revenue used for this purchase.
