Accept the Lowest and Best Bids Submitted by Various Vendors - Invitation to Bid (ITB) #13100-MST Lawn Maintenance-Phase 4 (Business Division)
EXECUTIVE SUMMARY

On November 18, 2008, the School Board awarded the first phase of lawn maintenance.  The program continues to be a success, enabling the district to save on equipment purchases, equipment repair, repair parts, and fuel.  The Sites and Utilities Department has already fully implemented Phase 2 and Phase 3, which incorporates a total of 188 sites participating in the program.

Phase 4, which consists of 8 zones totaling 55 district sites, is a rebidding of sites that were not renewed with the current mowing contractor.  The total number of sites in the mowing program will not increase.  This bid will include all mowing, edging, pruning, weeding, trimming, and shearing at various sites throughout the district.

In an attempt to provide additional bidding opportunities to vendors, award of this contract shall be to the lowest bidder per zone, as specified in the bid.  Crews Cut and Heredia Services are awarded this bid and they are registered with the district's Office of Supplier Diversity.  This recommendation has been reviewed by the Sites and Utilities Department Manager.

The initial term of this contract will be for a one-year period beginning December 11, 2013, with four one-year renewals, subject to negotiations and mutual agreement.  The Superintendent is authorized to approve any renewal agreements, per the terms of the specifications.

Expenditures were $403,613 in 2012/2013, and $269,094 for 2011/2012, for the 55 district sites.
EVALUATION
Contract administration or evaluation is performed by the Project Manager (end user) and Procurement Officer, who function as a team. Reviews are conducted face to face, typically quarterly, or by utilizing an online vendor performance report. Prior to soliciting a new contract, the Contract Administration team must first give consideration to the specifications and supporting data of the expiring contract
